Monique Pariat, Director-General at the Directorate-General for European Civil Protection & Humanitarian Aid Operations (ECHO), European Commission

On Thursday, October 27th, The European Institute will hold a special luncheon discussion on “Europe’s Frontline States & the Migration Crisis.” While the flow of migrants across the Eastern Mediterranean has slowed due to the European Union’s agreement with Turkey, frontline states, such as Greece, face an unprecedented economic and social challenge of the refugees and migrants that remain within their borders.
His Excellency Haris Lalacos, Ambassador of Greece to the United States will discuss his nation’s response to the crisis to date, offer thoughts on what fellow EU member states can and should do to assume their fair burden, as well as assess the additional measures proposed by the European Union to date, including the implementation of an EU Border and Coast Guard Agency and initiatives to direct funds to Middle East and African countries to tackle the root causes of the migration crisis. Monique Pariat, Director-General at the Directorate-General for European Civil Protection & Humanitarian Aid Operations (ECHO) at the European Commission will assess the humanitarian aspect of the refugee crisis and the concrete steps that the European Commission has taken to address the root causes of this ongoing human migration.

Ambassador Lalacos joined the Hellenic Foreign Service in 1986 and was previously posted in Washington, DC as Counselor for Political Affairs from 2000 – 2004.  Ambassador Lalacos has also served as Consul General of Greece in Alexandra, Egypt; Deputy Head of the Diplomatic Cabinet of the Greek Minister of Foreign Affairs; Head of the CFSP/ESDP Department at the Greek Ministry of Foreign Affairs; Chargé d’Affaires of Embassy of Greece in Ankara, Turkey; and Head of the Liaison Office of the Hellenic Republic in Skopje.  He is a graduate of Amherst College, Massachusetts and the School of Advanced International Studies at Johns Hopkins University.

Prior to taking her current post in September 2015, Ms. Pariat was Deputy Director-General in DG Agriculture and Rural Development responsible for international bilateral and multilateral relations.  She also served as Director “Mediterranean & Black Sea” in DG Maritime Affairs and Fisheries; Director “General Affairs” in the former DG for Justice, Freedom, and Security; and Director “Management of Resources” in DG Agriculture.  Ms. Pariat is a graduate of the Institute of Political Studies of Strasbourg and the College of Europe in Bruges, Belgium.
