The year 2023 will usher in a new system of evaluating the performance of public-sector staff, which gives greater weight to managerial staff than to individual employees via a system of targets for each unit.

The evaluation process is performed in three successive stages each year, in January, May and December. Starting in 2023, it will apply to some 200,000 permanent public sector employees and 15,000 managerial staff in the public sector, local government, independent authorities and public-sector legal entities.

The forms that must be completed during the process were outlined in a decision recently signed by Interior Minister Makis Voridis.

The skills assessment goals will include items such as being citizen-oriented, results-oriented, leadership, adaptability, problem-solving and creativity, team spirit, organisation and planning and professionalism, among others.

Managerial staff will receive a score of 1 to 5 in each of these skills, while their overall score will arise as a weighted average of their score in terms of achieving targets (50 pct), personal skills (40 pct) and feedback from their team (10 pct).

Non-managerial staff will also be judged on the same nine skills but with only two possible scores, ‘developed’ or ‘needing further development’. For employees with lower performance there is the option for further training, while those with excellent performance will be eligible for cash bonuses, additional leave or teleworking, as well as faster promotion.
