Digital Governance Minister Dimitris Papastergiou and Deputy Digital Governance Minister Konstantinos Kyranakis on Wednesday conducted a presentation of the Artificial Intelligence application used by the Hellenic Land Registry for checking legal documents. With this tool, the Land Registry becomes the first public body to use Artificial Intelligence for administrative decision-making and is expected to significantly speed up the process of legal checking of contracts by the heads of the competent services.

The new AI tool, which is already being used on a pilot basis by superintendents throughout the country, can:
– Read the text of the contract in natural language,
– Recognise the type of act and identify the elements needed under the legal rules,
– Carry out an automatic check of the completeness of the elements of a contract, such as notifications and ENFIA tax statement,
– Generate an automatic recommendation to the supervisor to approve or reject contract elements.

By using the tool, the processing time is reduced to less than half or even one third, according to the tests so far. This implies significant savings of time and money for the State, as a process that currently costs 15 euros could cost as little as 30 cents.
Minister of Digital Governance Dimitris Papastergiou stated: “As the Ministry of Digital Governance, we are working to make use of every capability of Artificial Intelligence which makes the everyday life of citizens and businesses simpler. This is also proven by the successful course of the first AI applications, such as mAigov and mAiGreece. We are now also coming to the Land Registry, the largest IT project being carried out in the country, to integrate AI. This is something particularly innovative, visionary. AI will not make decisions but will significantly help the officials involved, speeding up procedures. We aim for faster legal control while simultaneously upgrading legal certainty. The Land Registry has not only reached its completion stage by solving a decades-old problem, but by utilising emerging technologies it is becoming an exemplary public body. An example of how we can, with the introduction of AI, free up important forces and resources of Public Administration”.
